This full dress blouse was worn by General Walters as a cadet. The chevrons on the sleeves indicate that he was a Second Lieutenant while the three gold stripes on the lower sleeves indicate his status as a first class cadet. The ribbons on the right-side chest are for (left to right) Junior Sword Drill and Varsity Athletics as well as a Marine Corps Commission Badge.
